The amendments passed unanimously as part of the Fiscal Year 2027 Veterans Affairs funding bill. "Native Americans have served in the military at higher rates than other communities, yet many still face unnecessary barriers to accessing the VA benefits and care they have rightly earned," Stanton said. "These common-sense, bipartisan amendments provide a necessary increase in funding that will make VA health care more accessible and address gaps in culturally competent care." The first amendment redirects $5 million to the Department of Veterans Affairs Office of Rural Health to support mobile clinics and targeted clinical staffing for Tribal veterans in rural and underserved communities . The funding aims to address the geographic barriers many Native American veterans face when seeking care. Veterans living on sovereign Tribal lands outside the Phoenix metro area can face drives of up to four hours to reach the Carl T. Hayden Phoenix VA Medical Center. The second amendment emphasizes the importance of culturally competent care for Tribal veterans. It encourages the VA Secretary to consult directly with Tribal partners on expanding the hiring of culturally competent clinical staff and restoring culturally significant insignia at facilities serving Native veterans . This follows the Trump Administration's removal of flags representing Arizona's 22 federally recognized Tribes from the Phoenix VA Medical Center — a decision that sent a troubling message that these communities' sacrifices are being overlooked or erased. Ahead of President Trump’s high-stakes summit with President Xi Jinping in Beijing this week, Representative Stanton joined Select Committee on the Chinese Communist Party Chairman John Moolenaar (R-MI), Ranking Member Ro Khanna (D-CA) and Representative Jill N. Tokuda (HI-02), in introducing a bipartisan resolution reaffirming longstanding U.S. policy toward Taiwan. The measure underscores that Taiwan’s future must be determined solely by peaceful means and reiterates U.S. opposition to any use of force or coercion against Taiwan and its people. “Taiwan has shown a serious commitment to its own defense, and the United States must hold up our end of the deal,” said Congressman Stanton in remarks on the House Floor following Trump’s visit to Beijing this week, criticizing the Trump Administration’s decision to withhold a $14 billion defense sale to Taiwan. Stanton also helped advance the bipartisan PORCUPINE Act out of the House Foreign Affairs Committee on Wednesday streamlining the delivery of critical U.S. defense systems to Taiwan and strengthening deterrence against Chinese aggression as regional security challenges intensify. Companion legislation was introduced in the U.S. Senate by Senator Pete Ricketts (R-NE) and passed the Senate in December 2025. Specifically, the legislation would: Define Taiwan as a “NATO-plus” country — meaning shorter approval timelines for arms sales to Taiwan and a higher cost threshold requiring congressional approval. Section 4 of the 25th Amendment empowers Congress to establish a permanent “body” that, with the concurrence of the Vice President, can declare that the President is “unable to discharge the powers and duties of his office.” Although the 25th Amendment was adopted more than 50 years ago, Congress never set up this body called for in Section 4. The bill, led by Ranking Member of the House Judiciary Committee Rep. Jamie Raskin (MD-08), would establish the nonpartisan Commission on Presidential Capacity to Discharge the Powers and Duties of Office. This means the Vice President could act either with a majority of the Cabinet or a majority of this body in the event of a 25th Amendment crisis. “The President’s age, health, and increasingly erratic conduct are raising serious questions about his capacity to carry out his duties,” Stanton said. “The Constitution explicitly created a process to handle concerns about presidential incapacity.
