“Families across the country face rising rents and housing costs because housing construction takes too long, costs too much, and faces too much red tape. This package makes meaningful progress, but we have much, much more work to do to support the millions of families who struggle to pay rent.”

The package — which includes Liccardo’s BUILD Housing Act, the Unlocking Housing Supply Through Streamlined and Modernized Reviews Act, the RESIDE Act, the UNLOCK Act, and the Property Improvement and Manufactured Housing Loan Modernization Act— marks the most significant federal housing effort in decades. “Families across the country face rising rents and housing costs because housing construction takes too long, costs too much, and faces too much red tape,” said Liccardo. “This package makes meaningful progress, but we have much, much more work to do to support the millions of families who struggle to pay rent.” The package must pass the House unamended once more before it heads to the President’s desk. “Ten years ago, we deployed body-worn cameras on every San José Police officer without a dime of federal money; every other major city police department has followed suit. Kristi Noem cries poverty in 2026 to deploy a basic accountability tool used by virtually every law enforcement agency in the nation. “Her agency is flooded with money, but lacking in accountability. “I voted against the two-week extension in ICE funding, but its passage gives us two weeks to address this disparity in dollars and accountability. I propose a simple solution: shift tens of billions of dollars from ICE to local police departments, where taxpayers can support the work of accountable and professional public safety officers.”

Before the vote, DHS Secretary Noem said ICE officers in Minneapolis will begin wearing body cameras. Liccardo released the following statement: “Kristi Noem asserted that she ordered ICE to install body-worn cameras (BWC’s) on officers only in Minneapolis, but stalled deployment elsewhere, promising only to do so ‘as funding is available.' “Noem’s evasive proclamation is head-scratching. ICE has an ample budget today—aided by a windfall of $75 billion in the passage of the Big Ugly Bill last year— to deploy BWC’s on every officer in the nation today. “Ten years ago, we deployed body-worn cameras on every San José Police officer without a dime of federal money; every other major city police department has followed suit. “This is a win for common sense—and for the thousands of families who rely on permanent supportive housing to stay safe and stable. We turned up the pressure with our letter and by uplifting stories like Katayna’s—a young mother who just moved into an apartment thanks to federal CoC funds for permanent housing. She and so many others can breathe easier today knowing their housing isn’t suddenly in jeopardy. Keeping this program intact is a critical step in the right direction, and I’ll continue holding this administration accountable to protect proven solutions.”

Sam Liccardo led an effort opposing the changes. WASHINGTON, DC – The Trump Administration announced the reversal of its proposed funding allocation in the Continuum of Care (CoC) Program, to restore billions of resources for the permanent housing necessary to avoid pushing 170,000 extremely low-income families out to the street. The Administration’s withdrawal of its Notice of Funding Opportunity (NOFO) follows significant pressure by housing advocates and Congressman Sam Liccardo (CA-16), who rallied 32 colleagues in demanding answers from Housing and Urban Development Secretary Scott Turner, regarding the administration’s abrupt plan to cut billions from a proven homelessness-prevention program. States, local governments, and non-profits also filed two lawsuits challenging the rule, and the reversal anticipated imminent hearings in those suits. The CoC Program has become the nation’s most effective tool for helping vulnerable Americans secure stable housing and access to supportive services. The administration’s proposed changes would have slashed existing funding that would push more than 2,300 people in Liccardo’s district—and more than 170,000 individuals nationwide—back into homelessness. “This is a win for common sense—and for the thousands of families who rely on permanent supportive housing to stay safe and stable,” said Liccardo. “We turned up the pressure with our letter and by uplifting stories like Katayna’s—a young mother who just moved into an apartment th

“Our service members and veterans have made enormous sacrifices to protect our nation. The least we can do is ensure they have access to affordable, basic necessities. Losing the Moffett Field Commissary would be a hardship for the Bay Area’s military community, and I urge the Defense Commissary Agency to preserve or replace it. The Bay Area’s high cost of living already puts immense strain on military families. We need solutions that strengthen—not shrink—the support available to those who serve.”

Liccardo Urges Department of Defense to Keep Local Commissary Open October 23, 2025 Press Release Located in Mountain View, the Moffett Field commissary is the Bay Area’s primary resource for military families seeking affordable groceries. SAN JOSÉ, CA —Congressman Sam Liccardo (CA-16) has called on the Defense Commissary Agency (DeCA) to keep open the only commissary serving Bay Area servicemembers, veterans, and their families. Located at Moffett Federal Airfield, the site provides vital access to affordable groceries, with the next nearest commissary nearly 75 miles away. The Administration has proposed to permanently close the commissary. “Our service members and veterans have made enormous sacrifices to protect our nation. The least we can do is ensure they have access to affordable, basic necessities,” said Liccardo. “Losing the Moffett Field Commissary would be a hardship for the Bay Area’s military community, and I urge the Defense Commissary Agency to preserve or replace it.” In the letter, Rep. Liccardo urges DeCA to stay at Moffett Field, communicate any contingency or relocation plans should an agreement with NASA not be reached, and assess the economic impact on the thousands of Bay Area military families and retirees who depend on commissary savings. “The Bay Area’s high cost of living already puts immense strain on military families,” Liccardo added. “We need solutions that strengthen—not shrink—the support available to those who serve.” The full letter can be found here .
