Figures (AL-02) and Jefferson Shreve (IN-06) introduced the Rural Animal Shelter Investment Act , bipartisan legislation to help rural animal shelters access existing federal funding to build, expand, or improve their facilities. Animal shelters play an important role in rural communities. They rescue and care for animals, support public health, and often fill gaps where veterinary services are limited. Yet many rural shelters operate on tight budgets and have not fully accessed federal support available through the U.S. Department of Agriculture’s Community Facilities Direct Loan and Grant Program. Over the past decade, rural shelters have received funding through this program only a handful of times. The Rural Animal Shelter Investment Act clarifies that animal shelters qualify as “Essential Community Facilities” under the USDA program, helping local shelters apply for funding to improve facilities and better serve their communities. “Animal shelters in rural communities house and care for animals in critical need,” said Figures. “This bipartisan bill will help animal shelters apply for more federal funding to support their work.” “Rural animal shelters are part of the fabric of our communities,” said Shreve. “This is a simple fix. Shomari C. Figures’ (AL-02) and Jeff Hurd’s (CO-23) bipartisan Made in America Jobs Act of 2026 which would grant eligibility to projects that help relocate foreign jobs to the United States. “This is a commonsense, bipartisan bill that incentivizes companies and corporations to bring jobs back to America,” said Figures. “I’m proud of this bipartisan push to give communities, especially rural areas in Alabama’s 2nd District, more economic opportunities.” In 2024, Congress reauthorized the U.S. Economic Development Administration (EDA) for the first time since 2004. This reauthorization made significant changes to EDA by giving the agency the tools and resources it needs to support local economic growth and success in the global economy. The Made in America Jobs Act builds on this progress by expanding grant eligibility to projects that will relocate jobs from overseas back to the United States. “Communities across Colorado’s Third District understand the importance of building things here at home,” said Hurd. “The Made in America Jobs Act is about giving local leaders the tools they need to compete, attract investment, and create jobs in their own communities. This is a practical step toward strengthening our domestic supply chains and supporting long-term economic growth, particularly in rural America. Figures (AL-02) announced a $1 million for the Jackson Health Care Authority to support infrastructure improvements and equipment upgrades at Jackson Medical Center. The funding was a direct result of Congressman Figures’ FY’2026 appropriations request that will be used by the City of Jackson to address critical healthcare needs. The Congressman celebrated the award with Jackson Mayor Audra Raybon this week during a meeting they held to discuss the health and economic priorities of his constituents. “We have a well documented rural hospital crisis in Alabama,” said Congressman Figures. “Hospitals across my district are literally on financial life support, and people in Alabama are facing some of the worst health outcomes in the nation. That is why securing this funding matters. His commitment to expanding access and resources for our community has a lasting impact on the well-being of our citizens, and we are truly grateful for his partnership.” The $1 million secured by Congressman Figures for the Jackson Health Care Authority will be used to purchase advanced diagnostic imaging equipment, repair and renovate existing hospital infrastructure, and to enhance safety and security for patients and hospital staff at the hospital.
